If I self-host with Vaultwarden, am I then able to use paid features such as TOTP for free? Or does it still enforce payment for those features somehow?

There are no “paid features” in Vaultwarden. So everything that works is free to use. You can support the project by sponsoring the main developers (dani-garcia and BlackDex) directly or by supporting Bitwarden (as they develop the clients and also host the infrastructure for push notifications).
I self host on a Synology NAS and I use TOTP and use “Organizations” to create shared logins with family members. I believe you can setup a Yubikey as well if you’re interested. Are there other features you’re interested in that Bitwarden offers?
No, that was the only paid feature, at least for the moment.
The Vaultwarden Github page lists all the supported (and free) features here. I use many of these and I don’t pay anybody. Yubikey is listed as one of the supported 2FA options:
