SMTP Test Email Works, but no Option to Set up Email 2FA

Hello,
I have smtp set up, and using the admin panel test email function I receive the SMTP test email that’s sent. The body of which contains the text “When you can read this email it is probably configured correctly.” So all is good.
However, in Settings → Security → Two-Step Login, the only “providers” listed are Authenticator App, Passkey, and Duo. How to enable the email 2FA option? All discussions I can find center on once smtp is set up it becomes an option, but I have it set up and it’s not an option.

_enable_email_2fa is set to true.

Try switching browsers and using private window

for some reason i had the same thing with both allow signups and email 2fa options, and it must be cached somewhere as using different browser has showed me the changes instantly
