Oblige USer to greister Password in Organization Collection

My problem is as follow.
My Bitwarden RS install is supposed to be used only for my company.
All Password of any member of the company should be visible by COMPANY Vault Owner.

I Create an Organization called COMPANY
I Invite a Company member to BiyWarden with Basic User profile and Access Control “This user can access only the selected collections.”

Test:
Basic User create 3 password:
1/ Pass1 - No COMPANY: password saved my no company specified
2/ Pass2 - Company Without Collection
3/ Pass3 - Company and collection

Result:
BAsic User can Only view Pass1 and Pass3
Pass2 disappear 'As it has no Collection specified user have lost the rigth to see it.
Company OWner only see pass2 and Pass3.
Company Owner seem to have noaccess to Pass1.

Expected:
Basic User can Only save in Company Vault
BAsic USer can Only save in Allowed collection
Basic User should be Obliged to save in any of the Allowed collection

Is there any way to oblige Basic to:
Save in the Company Vault (without being able to save in it’s own unaccessible Vault ? (Or disbale User Vault).
Save In at least One allowed collection ?

There’s no way to prevent users from creating personal password entries. This is pretty core functionality in the Bitwarden design. There’s also no way to force users to only create entries in a collection.

Overall, it doesn’t sound like Bitwarden is a good fit for your use case.
